192.168.0.1 is i would be the base IP in router NO device on your LAN should ever get assigned that IP the IP would be 192.168.0.2 or 192.168.0.3 or 192.168.0.256 etc

are ports 8000 to 8005 open are ports 9000 and up open on router ?
in your region ini do you have localhost set or IP of that that server ?
having a domain set in region ini may work if you have your dns set correct but best to use ip of sim server in it. you can still point sub-domain (login.) to your IP 142.115.248.227 with in your dns settings.

not in dreamgrid setup it in 8000-8005 then region right start 8006

But Id like to test a setup as close to yours as i can to see if i can help any.

Web server - is on windows 10 using xammp with php8 correct ?

Sim Server - Windows 10 running the dreamgrid/dreamworld windows installer ?
