Previously, OpenSim allowed anyone to set home anywhere.
In 2013, Diva change the way SetHome works to match what people know from SL:
  1. gods and land managers can set home
  2. land owners can set home
  3. members of the land-associated group in roles that can set home
  4. parcels with telehubs can be the home of anyone
